  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Analyzing hardware and software malfunctions to resolve physical and logical processing problems.

2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing on-going technical support to customers to ensure proper functional use of equipment and programs.

3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency include: Providing consultation and instruction with system users to ensure seamless implementation of changes.

4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Surveying system operation to identify potential systems problems.

In addition to my experience demonstrating the four competencies above, I have the minimal qualifying experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector: 1) Troubleshooting and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers; 2) Configuring system software and hardware to manage the network and carry out network projects within the organization; 3) Utilizing knowledge of IT security principles and products to evaluate system risks and vulnerabilities; and 4) Making recommendations to managers on the improvement of IT and communications posture. This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role as identified above and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies.

This designation requires the incumbent to:

1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF work role(s) and proficiency level(s) as documented on this coding sheet. For more information, please review DoDM 8140.03 and supporting DON policies.
2. Participate in continuous professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements.
3. Acknowledge responsibilities in writing via command designation letter.

Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.

BAHRAIN: This is a Key/Emergency-Essential position. In the event of a crisis situation of war, the incumbent must continue to perform assigned duties to support mission requirements until relieved by proper authority. In addition, this position requires Anthrax vaccinations. The Anthrax vaccination is a series of 6 shots occurring at 0, 2 and 4 weeks; then at 6, 12 and 18 months, followed by an annual booster as long as you remain in the position. We strongly recommend that you begin the Anthrax series before arriving in Bahrain and provide a shot card or other medical verification upon arrival. If this is not possible, you will be required to report to the Branch Health Clinic to receive these mandatory vaccinations within 15 days of arrival. The Branch Health Clinic will also provide subsequent Anthrax vaccinations (to complete the series) as well as annual boosters. You may be exempt from Anthrax requirements if you provide acceptable medical documentation which provides medical justification for exemption. Priority consideration will be given to military spouse preference and family member preference eligibles living in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth.

Military Spouse and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor, or any time beyond the time employee ceases to be a family member.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
